  Registration Examination for Foreign Medical Graduates by Pakistan Medical Council :

 
Registration Examination has been introduced by the PMDC to help candidates who have studied abroad for getting their Foreign Degree ( Basic Medical Degree ) registered with PM & DC.

Doctors who have obtained basic Medical Qualification from abroad used to face great difficulties in getting registration as the syllabus and the standard of teaching of many institutions abroad are not known to PMDC. It was a problem for the Pakistan Medical and Dental council also to ascertain the equivalence of degrees offered by those institutions/universities to MBBS degree of Pakistan.

In order to prevent such doctors from undergoing difficulties because of non - registration with PMDC in doing professional jobs either self - employed or employed, the PMDC has been granted restricted and temporary registration so far. As this procedure was not conducive to healthy professional atmosphere in the country and as there was no other way to assess the validity and equivalence of such degrees, it has been decided to hold the Registration Examination so that the basic professional competence and knowledge of such doctors is tested in all subjects which are in the curriculum of Pakistani MBBS courses.

PMDC has constituted National Examination Board for Medical Graduates with its Head Office at Islamabad with a view to conduct registration examination. All foreign graduates will get registration immediately after passing the examination. The questions are MCQ oriented. This Examination is conducted 2 - 3 times per year and contains questions taken from all basic medical specialities and clinical subjects. Those who failed will be eligible to sit in the next examination. There are only four chances for passing the registration examination.

     
  Registration Examination for Foreign Medical Graduates :  
(1) EQUIVALENCE EXAMINATION :

The equivalence Examination of PM & DC for registration of foreign medical graduates will take place according to the notification ( To be dispatched with Roll No. & Admission slip ).

(2) FORMAT OF EXAMINATION :

The examination will consist of two parts i.e. Theory & Clinical. The candidate has to pass each part separately.

(2.1) PART - 1 :

It will consist of two (2) Multiple Choice Question ( MCQ ) Papers ( Paper I &II ) each of which will contain 100 MCQ ’s. Each Multiple Choice Question will consist of an initial statement ( or stem ) followed by a number of statements ( or items ) identified by the letters A, B, C, D, E. The candidates should mark each statement True ( T ) or False ( F ).

Each paper will have appropriate coverage of all clinical and basic science subjects, viz Medicine, Paediatrics, Surgery, Eye, ENT, Oby/Gyne, Psychiatry, Community Medicine, Anatomy, Physiology, Biochemistry, Pharmacology, Pathology, and Behavioral Science. Stress would be on clinical subjects. Detailed instructions for answering MCQ ‘s are given in the annexure. Theory paper I & II will be conducted on the same day. Each paper will be of ( 03 ) three hours duration.

(2.2) RESULT OF THEORY PAPER I & II :

The result of Theory paper I & II will be announced in newspapers within one week. The result will also be sent through TCS/Registration post to all those who have passed, giving them the dates of OSCE and Clinical and Oral Examination. The result will also be available on telephone during office hours. Those who pass in the theory examination will be eligible to appear in Part II, i. e. Objective Structured clinical Examination ( OSCE ) as well as Clinical & Oral Examination.

(2.3) PART - 2 :

It will consist of two steps:

(a) STEP - I: OBJECTIVE STRUCTURED CLINICAL :

EXAMINATION ( OSCE ) :

There will be multiple stations. At each station there will be X - rays, Photographs, Instruments, Specimens, and Patient data, with instructions. The candidate will answer questions relating to the material on the response card. The candidate will go on moving to the next station after each bell at interval of 3 - 5 minutes.

(b) STEP - II: CLINICAL AND ORAL EXAMINATION :

This will consist of long and short cases from all clinical subjects as well as oral examination. The candidates who pass all parts of the examination will be declared successful. The final result will be sent to the successful candidates within a week by TCS/Registered Post.

(3) PASS MARKS :

Fifty percent combined in each part. However a candidate scoring 45% marks in OSCE will pass if he scores 55% marks in clinical and oral examination.

(4) NUMBER OF ATTEMPTS :

The student who fails four times will not be eligible to appear in future in the registration examination of the council. The decision will be effective from the examination of third October 2000.

  Registration Examination for Foreign Dental Graduates by Pakistan Dental Council :

 

  
The National Examination Board for Foreign Dental Graduates has been established at PMDC Secretariat, Islamabad to register the dental surgeons who have qualified their (Basic Dental Degree) from foreign countries. The registration examination is conducted twice a year. All foreign dental graduates who have been declared eligible to take the NEB Registration Examination may appear in the examination. There is no limit to avail the chances to pass the examination. Permanent registration is accorded on completion of one year mandatory house job training from a recognized dental institute after passing the examination.

Dental surgeon who have obtained basic dental qualification from abroad used to face great difficulties in getting registration of their foreign qualification because the syllabi and the standards of teaching of institutions abroad vary to a large extent and it was a big problem for the Pakistan Medical & Dental Council to ascertain the equivalence of the degrees offered by foreign Institutions/Universities to BDS degree of Pakistan. In the past there was no standardized procedure to assess the validity equivalence of such degree. The foreign dental graduates used to be attached with senior professor of dentistry for 6-8 weeks for assessment/ evaluation of their professional skills/ knowledge. On the recommendation of the assessors, the registration was granted by the Council. However this procedure was abandoned, due to multiple complaints about the biased assessment and it was decided in October, 2000 to hold the Registration Examination for the Dental Graduates also as it had been done for foreign medical graduates since 1991. Professional competence and knowledge of foreign dental graduates is tested in all the subjects, which are in the curriculum of Pakistani BDS course.
     
  Registration Examination for Foreign Dental Graduates :

 

  
(1) REGISTRATION EXAMINATION :

The Registration Examination for Foreign Dental Graduates will take place according to the attached notification.

(2) FORMAT OF EXAMINATION :

The examination will consists of two parts i.e. theory and clinical examination. The candidate has to pass each part separately.

(2.1) Part-1 (THEORY) :

There will be two Multiple Choice Question (MCQ) Papers (paper-I & II), each of which will contain 100 MCQ’s. Each Multiple Choice Question will consist of an initial statement (or stem) followed by a number of statements (Or items) identified by the letters A, B, C, D, E. The candidates should mark each statement True (T) or False (F).

Each paper will have appropriate coverage of all clinical and basic subjects relevant to Dentistry e.g. Anatomy, Physiology, Biochemistry, Pharmacology, Pathology, Applied dental materials, Community Dentistry, Oral Surgery, Periodontology, Prosthodontics, Operative Dentistry, Principles of Orthodontics, General Medicine and General Surgery. Those candidates who clear the theory examination will be eligible to appear in Clinical & Oral Examination. The theory papers will be conducted on the same day. Each paper will be of (03) three hours duration.

(2.2) RESULT OF THEORY PAPER-I & II :

The result of Theory Paper-I & II will be sent through courier service /Registered post to all those who will pass with in (02) two days after the theory examination, giving them the date of Clinical Examination. The result will also be available on telephone during office hours. Those who pass in the theory examination will be eligible to appear in Part-2 i.e. Oral/Clinical Examination. A candidate who clear theory part will be allowed three chances to pass the clinical examination, failing which he has to again pass the theory examination. Decision will be effective from April 2003.    

(2.3) PART-2 :

It will consist of Clinical & Oral Examination.

Clinical & Oral examination will be conducted in (02) days. In the clinical examination, the candidate will be required to perform the procedure in the discipline of prosthetic, oral surgery, operative surgery, orthodontic etc. The clinical examination will be followed by the Oral . The final result will be sent to the successful candidates within a week by courier services/ Registration post. 

(3) PASS MARKS :

Pass mark will be 50% in each part separately.

(4) EXAMINATION FEES :

The examination Fees is Rs.5000/- (Rupees five thousand only), which is non-refundable and should be submitted along with the application form through Bank Draft in favour of NATIONAL EXAMINATION BOARD OF PM&DC, ISLAMABAD & NOT REPEAT NOT IN THE NAME OF PM&DC.

(5) EXAMINATION FEES REFUND :

  • Fees deposited for a particular examination shall not be carried over to the next examination in case of withdrawal/absence/exclusion.

  • In case of rejection due to non-fulfillment of requirements or any other reason, 25% fee will be deducted as processing charges.

  • On a written request for not appearing in the examinations submitted up to 14 days before the examination the refund of fees is admissible as mentioned below: -

Before last date:                                                   75% refund
Up to 7 days after the closing date:                  50% refund
After 7 days of the closing date:                         No refund

 

(6) SCHEDULE OF SUBMISSION OF APPLICATION

        a.   Closing Date of application will be mentioned in the advertisement/notification..
b.    With late Fee of Rs.1000/-(Rupees one thousand only)
c.     With late fee 4000/- (Rupees four thousand only) up to seven days before the examination after closing date.

(7) APPLICATION FORMS:

Application forms are available on payment of Rs.500/-, which should be paid through Money order or in cash. Cheques and postal orders are not acceptable. Application forms complete in all respect should be sent to the NATIONAL EXAMINATION BOARD FOR FOREIGN DENTAL GRADUATES Pakistan Medical & Dental Council. Mauve Area, G-I 0/4. Islamabad. (8) DOCUMENTS TO BE ENCLOSED:

a.         Photocopy of valid registration certificate of PM&DC. 
b.         Passport Size Photographs- 3 (preferably colored Photographs) at least one should be attested on front side.
c.         Photocopy of National Identity Card (or) Other Identification documents like passport (first 4 pages).

(9) DECLARATION.

A declaration on a Judicial Stamp Paper of Rs.10/- duly testified by Oath Commissioner (Specimen enclosed).

(10) ATTESTATION.

            Photocopies of all documents must be attested by one of the following.

a.         Members of Pakistan Medical & Dental Council.
b.         Principals/Deans/ Authorized Associate Professors/Professors of Recognized   Medical/Dental Institutions.
c.         Counselors of College of Physicians & Surgeons Pakistan.

ALL ATTESTATION MUST BE STAMPED WITH NAME AND DESIGNATION OF   THE     ATTESTER. DOCUMENTS WITHOUT PROPER ATTESTATION WILL NOT BE PROCESSED.

(11) ADMIT CARD:

Admit Card will be issued by the National Examination Board Office one week before the examination to those who are found eligible to sit in Examination.
